Russian Ministry of Agriculture is preparing a bill on labeling and registration of animals

Russian Ministry of Agriculture has prepared and submitted to the Government a draft federal law "On Amendments to Certain Legislative Acts of the Russian Federation, providing veterinary safety" which addresses issues of marking and registration of animals.

2019-02-Russian-Ministry-Agriculture-bill-on-animals-registration.jpgUnder the bill the owners of their own or with the help of other persons are obliged to label their animals (tattooing, attaching tags, chipped), and provide information to the organizations which carry out accounting of animal.

 

Registration of animals will be carried out free of charge by the authorized persons of bodies and institutions within the system of the State Veterinary Service of the Russian Federation, or by submitting a certified experts in the federal state information system in the veterinary field for the marked animal information.

The proposed bill regulations allow experts of veterinary services to quickly identify sources of significant negative impact on the epizootic situation, with a view to their elimination. Also, this measure will reduce the cost of ownership associated with the treatment and death of animals.

The possibility of traceability of animals and animal products - a fundamental component of ensuring epizootic well-being and food security of the Russian Federation. The presence of the accounting system under the control of the veterinary supervision of the goods is also one of the main requirements of the competent authorities of third countries in the evaluation of the control system for the export products of animal origin.

Currently, labeling and registration of animals has been used successfully in a pilot project in the Republic of Bashkortostan, Saratov region, Nizhny Novgorod region, the Rostov region and the city of St. Petersburg.
