The government authorized to distribute tariff quotas on pork and poultry imports into Belarus in 2021

The Ministry of Agriculture and Food of the Republic of Belarus was authorized to distribute 100% of tariff quotas on pork and poultry imports into Belarus by January 5, 2021. The corresponding resolution of the Council of Ministers No. 704 of December 7, 2020 was published on the National Legal Internet Portal.

The point at issue is about quotas on fresh, chilled or frozen pork imports, as well as fresh, chilled or frozen, deboned meat of domestic fowl - chickens and turkeys.

According to the document, tariff quotas will be distributed between legal entities registered in the regions and Minsk and individual entrepreneurs, who by December 16, 2020 will declare to the regional executive committees the need to use these tariff quotas to produce products of their own production obtained from the processing (handling) of pork and (or) poultry meat in the Republic of Belarus. This will also consider the actual output of enterprises in previous years and the utilization of existing capacities.

The regional executive committees, in their turn, need to submit proposals to the Ministry of Agriculture and Food on the distribution of tariff quotas between legal entities and individual entrepreneurs by December 23, 2020.

The Ministry of Agriculture and Food, jointly with the regional executive committees, was authorized to analyze the domestic market performance for meat products and supplies of pork and poultry meat to Belarus in 2021 and inform the Ministry of Foreign Affairs about the results of this analysis by July 28, 2021 and January 28, 2022.

The Ministry of Antimonopoly Regulation and Trade should issue licenses on pork and poultry imports, as well as quarterly inform the Ministry of Agriculture and Food and the Ministry of Foreign Affairs about licenses issued to registered legal entities and individual entrepreneurs on pork and poultry imports in 2021 by the 10th of the month following the reporting date.

In accordance with the resolution, the State Customs Committee is authorized to ensure, in accordance with the established procedure, the release of pork and poultry imports into the territory of the Republic of Belarus in 2021 within the TRQ regime, in accordance with the customs procedure of release for domestic consumption on the basis of licenses issued by the Ministry of Antimonopoly Regulation and Trade.

The decree comes into force after its official publication.
